Is Archive data slow to access?

No. Unlike tape archives, Archive storage returns data in milliseconds, through the same API as every other storage class. The trade-off is cost, not speed: storage is the cheapest of the four classes, but each read carries a retrieval fee, and objects are billed for at least 365 days.

That is why the question points to Archive: data kept for seven years and read less than once a year never runs into either cost.
